STEP 1

First of all let,s enable the hidden file . 

STEP 2

Rename the ENU file.

Follow the file path to find ENU file

Local disk c →user→(your user name)→Appdata→Local→Autodesk→3ds max→3ds max 2019. 64 bit →ENU.

Rename the ENU file and close it .

Just try to open 3ds max again ...
